IO-210 Create MagicNumberFileFilter
Applied patch, with following fixes:
- remove additional null checks in FileFilterUtils static methods; leave the checks to the ctors
- close RandomAcessFile in MagicNumberFileFilter.accept()
- close streams in test cases
- Javadoc fix (wrap < in {@code})
