Is it really the bad URI? I think it's the relativity
which upsets xalan. Luuk at the following two files:

relativens.xml: 3 lines

<?xml version="1.0" encoding="UTF-8"?>
<?xml-stylesheet href="relativens.xsl" type="text/xsl"?>
<r xmlns="../relative">Relatively namespaced</r>

relativens.xsl: 7 lines

<?xml version="1.0" encoding="UTF-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform" version="1.0"
xmlns:rel="../relative">
<xsl:template match="rel:r">
    (<xsl:apply-templates select="rel:r"/>)
</xsl:template>
</xsl:stylesheet>

MSXML shows different behaviour and produces the "expected" ()
