[PR] [INFRA] Remove stale PySpark CI dependency bypass [spark]

### What changes were proposed in this pull request?
Removes the PySpark job's cancelled-status dependency bypass and its obsolete non-master fallback comment. The existing PySpark and pandas-on-Spark change gate remains.
### Why are the changes needed?
The bypass was introduced when non-master jobs used a static fallback container image. PySpark now always uses the per-run image produced by infra-image; if that job fails or is skipped, PySpark cannot run successfully. Restoring GitHub Actions' default successful-dependency gate avoids launching an impossible container job.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Ran git diff --check. No test suite was run because this is a GitHub Actions job-condition change.
