My understanding of the spec is that what you are trying to do is not valid, meaning that the blank-or-not-blank="blank" only triggers at the beginning or end of the page sequence if the page must be generated to maintain the force-page-count constraint. So it is not supposed to be applied in the middle of the page sequence. In your example you only have content for 3 pages but because of the constraint to end on even a blank page is added at the end. The second page is an even page (not a blank one) and I think that is correct. If you add another page break, then you have content for 4 pages and the last page will be an even page, not the blank one. So I do not think this is a bug.
