veltaglib missing on velocity 1.3.1rc2
Anyway to get the jsp veltags frp 1.3.1.rc2? the directory in the below
reference does not exist.
also.. does jjar work via http proxy?

The veltag source is found in the contrib/ directory, something we
don't include in any release IIRC. You can get it directly out of cvs,
via command line or the web.

Probably not :) JJAR is not required in any way to use veltag.
Rather, JJAR used veltag as an example.
