ApplicationContext cannot load resources if they do not have a "long" filename in lower case.

Summary: ApplicationContext cannot load resources if they do not
have a "long" filename in lower case.
           Product: Tomcat 4
           Version: 4.0.1 Final
          Platform: PC
        OS/Version: Windows 9x
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: ushakov@int.com.ru

ApplicationContext cannot find resources (such as web.xml) if they do not have
a "long" filename in lower case. In that case it considers the filename to be
uppercase, and the resource is considered missing.

This is critical on Win9x/Me platforms as the file system is not case-
sensitive, and standard file copy routines often omit "long" names if they fit
the "8.3" pattern.

This is critical if you need to distribute a preconfigured Tomcat system to
different computers with different OS's.

How-to-reproduce:
1. Have a multiple-boot system with Windows 98 on FAT drive and Windows 2000 on
NTFS.
2. Boot as Windows 2000 and install Tomcat 4.0.1.
3. Execute xcopy *.* /s/e on Tomcat directory to the FAT drive.
4. Boot as Windows 98 and launch Tomcat.
5. Start a browser and load the Tomcat start page. The start page loads, but
most applications are not available.
6. Have a look at log files. There will be multiple complaints on
missing "web.xml" files.
