I am having an issue on android where the InAppBrowser plugin wasn't working at all. Turns out I was getting this error:
Unable to open asset URL: file:///android_asset/www/plugins/org.apache.cordova.inappbrowser/www/inappbrowser.js

I edited the {{platforms/android/assets/www/cordova_plugins.js}} to load {{plugins/org.apache.cordova.inappbrowser/www/InAppBrowser.js}} instead and now it works. Perhaps you should fix this as it seems like android's file system is case sensitive.
