[VOTE][SIP-78] Proposal for Advanced Types

Hi all, This is a call to vote on SIP-78, a proposal to add advanced types
to superset. This feature will allow columns in a dataset to be tagged with
an `Advanced Type` which will define the display value of the data in
charts, user
input validation on filters, tailored operator lists (for filters) as
well as custom
query behaviour.

I think this is a great feature and will help make Superset more approachable for domain experts (networking in the examples raised in the SIP). I'm sure other use cases will come up as the functionality is made available to the broader Superset community.
