[Issue 127582] Needless to have "Update links" dialog prompt

I have the same issue as in Comment 10 using OpenOffice 4.1.10 on macOS 10.13.6
(High Sierra).

In my case, I get two *different* prompts when I open a spreadsheet file that
contains 16 links to another file in one column and one link to the same file
in another column.

The first prompt is "Update all links?". The second prompt is "This file
contains links to other files. Should they be updated?". I get the second
prompt even after I respond "No" to the first prompt.

For the record, the setting of

   Preferences > OpenOffice Calc > General > Update links when opening

seems to have no effect.
