Steps:
1. Have a CS with advanced zone.
2. Create a VPC.
3. Create a network ACL list and an item under that list.
4. Go to edit tag option. Add the key ,value pair.
API passed is
http://10.147.38.154:8096/client/api?command=createTags&tags%5B0%5D.key=key&tags%5B0%5D.value=1&resourceIds=f99bcb6e-e24b-11e2-8845-63078000024&resourceType=NetworkACL&_=1372844141471
Observation:
Observed the following exception when the edit tag is done for both default and user created ACLs
