I've also found under tomcat 5.5.3 alpha with JDK1.5 and the latest CVS build that you cannot deploy Tomcat without putting log4j.properties in the WEB-INF/classes directory. It produces a severe error prompting you to "initialize log4j correctly" and will not continue deployment because of this error.
