Currently, regardless of the BRO_COUNT and KAFKA_COUNT values, `./run_end_to_end.sh` will exit zero.  The script should identify where BRO_COUNT and KAFKA_COUNT do not line up and exit nonzero, providing a summary of where the imbalance exists.
