   **Is your feature request related to a problem or challenge? Please describe what you are trying to do.**
   In order to implement https://github.com/apache/arrow-datafusion/issues/2599 we need to remove `ExecutionProps` from `OptimizerRule` trait.
   
   The logical plan optimizer rules should not depend on anything related to the physical plan, or execution.
   
   Only one rule, `SimplifyExpressions` currently references `ExecutionProps. 
   
   **Describe the solution you'd like**
   Remove `ExecutionProps` from `OptimizerRule` trait
   
   **Describe alternatives you've considered**
   None
   
   **Additional context**
   None
