The SI currently defines messages for {{NodeRecommendation}} and an {{UtilizationReport}}.
Neither are used or relevant anymore.
{{NodeRecommendation}} has been made obsolete by the {{UpdateNodeInfo}} as it includes the co-existence details.
The {{UtilizationReport}} is rolled up into the REST interface and metrics. The RMs should not have a need to be told how much the node is using. The nodes already report that to the RMs
