Jpg loading

Hello,
     a contractor delivered me a jakarta-tomcat application in order to run a
javascript site. The site is working with a database by queries. A few days ago,
we were using the batch of Tomcat. I installed yesterday the Windows Service on
my web server, it seems to work but i have one trouble: the site accesses to JPG
pictures, and with the service, they're not loaded... whereas the batch worked
completely.
