This issue feels more like it should be a user list email.
FYI you can also use bin/solr; try this instead:
bin/solr config -c $CREATE_NAME -p $CREATE_PORT -action set-user-property -property update.autoCreateFields -value false
The error you show suggests some sort of terminal escaping or syntax issue that led to the POST payload to be missing / detached.
