Description:
Disable {{HEP_TO_SIMPLE_KEY_VALUE_OPERATION}} rule when system property {{FAST_QUERY_OPTIMIZATION_ENABLED}} is set to {{false}}.
Currently, to disable fast query optimization *in tests*, you need to do two things
1. set system property FAST_QUERY_OPTIMIZATION_ENABLED=false
2. disable HEP_TO_SIMPLE_KEY_VALUE_OPERATION rule.
The rule should be disabled if the system property is {{false}}.
