PMC Meeting Minutes 03/27/2001

The new XML PMC had its first telephone conference call on
Tuesday 3/27/2001 from 10AM-11AM PST.

* Roll call:
All present (5) - Scott Boag, Ted Leung, Sam Ruby, Davanum Srinivas,
Dirk-Willem van Gulik

* Chair and report-er to the board:
Ted Leung is our new chair; choosen unanimously and will also
be the reporting contact to the ASF board.

* Mailing list and CVS:
Merits of open vs. closed lists discussed. Consensus was that using
general@ is best - and we need to police this list (general) a little to
ensure it is used as it is currently defined (see web site): to discuss
cross
project issues. This might imply adding a few -user lists for some of the
projects,  Xalan in particular. Scott Boag to initiate request for needed
Xalan user lists.

Sam Ruby will zap current mailing list; and resubscribe the current PMC.
>From then on pmc@ will be a  closed/ by invitation only list, to be used as
little as possible. we will make a serious effort to do all and anything on
general@.

Dirkx will clean/update the xml-core cvs repository.  All pmc members
will update their contact and other data.  Ted will commit meeting minutes.

* Meeting Schedule:
Ted will schedule 6 meetings for 10.00 PST (1800GMT)
for the next 7 weeks, with one break because of scheduling conflicts.
Initial proposal was for 3 meetings, but extended to 6 because it's
easier to cancel meetings than create them.

Dirk will make available conference call resources for these meetings.


* Charter:
Lots of charter discussion - no fine conclusion.

Lengthy discussion about a plumbing orientation; i.e.  a charter that
concentrates on open standards for transport, encoding and API's.
Things like Xang and Cocoon are the 'odd' one out.

Lot of discussion about the fine boundaries of a  'standard'; is XML/RPC,
XML, SAX, JAX, TRAX an open standard; what is in scope, what is not.
Is something like JCP an 'international standards body'. etc.

Conclusion - (All) post  your examples to general@ for for discussion by
the entire community.

* Summary of items that came up but were not addressed:

Stronger coordination roles needed in the XML world:
    better infrastructure for testing and release management before
absorbing new projects
    more emphasis on cross project mailing lists
    perhaps assign spoke's persons on a per project basis and/or keep track
of 'open' cross project issues on general@ or other very visible forum
    right now lot of things fall through the cracks: "A posting to general@
just 'hangs' there unreplied"
    working on a more structured relation with jakarta
    Cocoon is 'special' and might not fit the charter - but will perhaps
move away.

Possible new projects/submissions:
    Prowler content management system
    Sun XSLTC
