There may be a mistake in docs/concepts.rst near line 401.

and equivalent to:
op1.set_downstream([op2, op3])

Seems to be missing the relation with op4. (This is my first day learning Airflow, so I may be wrong.)

and equivalent to:
op1.set_downstream([op2, op3])
op4.set_upstream([op2, op3])
