After stopping VMs, the network state should change from "Implemented" to "Allocated" after some time.

Root cause of failure:
The wait time in test case is too less. It's 6 sec instead of 60 seconds. Hence the test case failed before the state changed to Allocated.

Resolution:
Fix the wait time.
