HBASE-11234 fixed bug in FastDiffDeltaEncoder.

This issue is to backport the fix to earlier releases.
For 0.96 / 0.98, the fix should also cover prefix tree encoding. This would allow TestReversibleScanners#testReversibleStoreFileScanner to iterate through all the data block encodings.
