Hi All,

As of the 27th of September m4 instances have become available in Brazil, China and Gov-Cloud:

I'd like to add support for them in the EC2 driver along with the new m4.16xlarge instance type. This is a simple change to add the new m4.16xlarge instance along with references to the new m4 types in Brazil, China and Gov Cloud in the REGION_DETAILS json object.
