**With its focus on Druid configuration files, the Configuration Reference contains information about dynamic configuration for the Coordinator process that is set by calling an API.**

### Description
- Relates to https://druid.apache.org/docs/latest/configuration/index.html#dynamic-configuration
- Dynamic configuration options for the coordinator control important configuration options for the way that the coordinator behaves, including `maxSegmentsToMove` and `percentOfSegmentsToConsiderPerMove` which are important to understand during evaluation and deployment
- The vast majority of other configuration in this page relates to settings in various configuration files which are used by end users – and Druid – very differently
### Proposal
Move the section above into an existing page (such as a section in https://druid.apache.org/docs/latest/design/coordinator.html or https://druid.apache.org/docs/latest/operations/api-reference.html)
