Adding a new subscription in Planet does not use the configured proxy

We need to access the Internet via a proxy server from the network that Roller sits on.
After installing a fresh roller, we configure the Planet aggregator in the Configuration tab as follows, then hit Save.
Proxy host for feed fetcher: wwwcache.cf.ac.uk
Proxy port for feed fetcher: 8080
On the Subscriptions tab, we enter any URL at all, then hit Save. Roller attempts to go to that URL direct rather than using the configured proxy server.
So basically, we can't add any subscriptions.

Actually, it seems that an undeploy/deploy of Roller gets the proxy to be used.
