test-patch currently uses {{-p0}}, which means that it requires patches to be generated without a prefix ({{\--no-prefix}}).  However, ReviewBoard uses {{-p1}}, which means that it requires patches to use a prefix.  This makes posting a patch annoying because you need to generate it twice (with and without {{\--no-prefix}}) so that you can upload it to JIRA and to ReviewBoard.  

It would be great if test-patch could use either {{-p0}} or {{-p1}} depending on the patch so that you'd only have to generate 1 patch.  And when not using ReviewBoard, this would also be more flexible as new contributors sometimes post patches with a prefix.
