   The configuration can be as simple as
   
   `<circuitBreaker 
   memoryCircuitBreakerThresholdPct=""
    isCpuCircuitBreakerEnabled="true"
   memoryCircuitBreakerThresholdPct =""
   cpuCircuitBreakerThresholdPct=""
   >`
   This way you can just read all the attributes all at once from the `PluginInfo`  . 
   CircuitBreaker should be a type of plugin. It should be an interface
