Portlet have wrong name in customizer

When adding a portlet to a pane using the customizer, if the portlet
does not have a description, i.e. unavailable, and the layout is 
multi-column, then the portlet name will be the same a the portlet
previous in the column.

The name will change when moving the portlet from column to column.
