Description:
There is this page in the maven website that supposedly tells you how to request uploads to the repository:

http://maven.apache.org/repository-upload.html

It contains this link to actually do the post to jira:

http://jira.codehaus.org/secure/CreateIssue.jspa?pid=10367&issueType=3

The trouble is that page will never let you actually submit. When you hit submit it keeps taking you to the same page. I believe the issue is that it will not let you submit because the issueType is not set or not set correctly. On the screen the Issue type is just an empty box.
