ComDev mission
Months ago, we discussed a refocusing of the ComDev mission, which we've
made some progress on here: http://community.apache.org/about/
I had an inspiration this morning, and wrote the following, which I would
like to propose as our new mission statement, to be included on the website
and in our board reports:
-------------------------
The Community Development project creates and provides tools, processes,
and advice, to help open source software projects improve their own
community health.
We are, of course, primarily focused on Apache Software Foundation
projects. However, because we believe that the Apache Way is, in fact, the
best way to manage a software project, we strive also to make these
artifacts releasable to the open source community as a whole.
-------------------------
I feel like this provides a clear path for our activities, as well as a
goal of being a beacon for the entire open source world, with our
experience and philosophy.
In the spirit of lazy consensus, I'm going to make that paragraph edit on
our website unless there are objections. (This won't happen for several
days, since I'm traveling, so there's time for folks to speak up.)

Though not needed by the lazy consensus model: +1 from my side to your proposal.
Maybe as some sort of inspiration: I've been watching the work of http://innersourcecommons.org for a while this year. I really like the approach of writing up their kind of advise in the form of patterns: To me that makes it easier to figure out which advise fixes which problems. Maybe something we can consider here as well.
Two little anecdotes as a bit of motivation: Years ago I was chatting with Pieter Hintjens on how the Apache Way puts community over code. The first point there http://hintjens.com/blog:95 is what came out of that. When giving my "Open source is just about the source, isn't it?" talk as a keynote earlier this year I was approached by one of the attendees telling me how they had modelled their open source community after what we do at The ASF. IMHO there would be an interested audience for this type of information.

+1 from me for the proposal from Rich and I would like to say that
considering what Isabel said, maybe we could approach something similar to
a cookbook format with recipes that can explain better our philosophy.

Hi Rich
+1
Although the description is new, we have already been doing this (producing tools, processes and advice) so why not make this very clear to people.
I really like the idea that we could actually produce tools. In fact I think we already have some but haven't created, consolidated or released them in the way that other projects have. (Perhaps that could be another discussion...)
Thank

I think there's a difference between trying to convert and trying to share
best practices. I read Rich's email as trying to achieve the later. But I agree
we really should avoid any kind of exclusionary tone. Nobody and not a single
organization has a monopoly on the definition of doing Open Source right.
Thanks,

I believe it's the best way for most people too. But not all. And
there are several other models out there that work quite well and have
passionate evangelists for their models as well.
My point is that the ASF at it's roots is here to serve the communities
that choose to join us. We definitely can do better with a more
coherent and polished message, and about being organized at spreading
our message - which ComDev is quite nicely doing these days! In
particular, your proposal to better show how our model is practiced is
super important.
But we're not an advocacy group, and our culture is not one to
proselytize. I dunno, maybe I'm over-sensitive to the inevitable
pushback from some of the other communities out there with their own
organized stories to tell.

I am so tempted to -1 just because I'm in a chaotic mood today. But I'll settle for the knowledge that the mere mention of a -1 will have caused a few groans 😉
Seriously, I'm a strong +1 and hope to help with such a refocus. With that in mind I would note that the original PMC charter was intentionally limited in scope to bringing people into ASF projects. This was to avoid conflict with the Incubator which focused on code. I propose going a step further than simply adopting a new mission statement. We should change the charter to reflect this proposed mission. It currently says:
RESOLVED, that the Apache Community Development Project
be and hereby is responsible for helping people become
involved with Apache projects; and be it further

We have a great method, but it's not the best of all possible ways for
all communities. I think making the mission a superlative will bring
more flak than it brings value.
