The UIMA-AS service project is currently incomplete, a work in progress, although no one has worked on it for quite some time, which is why you don't see it updated beyond 2.3.0.  It was judged to be *not* ready or stable enough to be in the 2.3.0 Addons release, and was left out of that..  It hasn't been updated to build with the new build system

You can help this Sandbox project by submitting patches to fix these issues, if you wish.  Or maybe you can use the SimpleServer project (not the UIMA-AS version).  You can also help motivate more prioritization on this by describing your use case for using this.
