Adding BSD 4-clause to Category X List?

Hi,

A tweet reminded me of this open issue.  It's been noted a few times that
BSD 4-clause falls under Category X (e.g. do not include, binary optional
dependency) [1]

I just want to check that it's agreed that BSD 4-clause is in fact Category
X [2].

Reminder to make it clear that by '4-clause BSD', we mean the advertising
clause. I've seen other BSD derivatives with 4 clauses (how dare they!)
that didn't have an advertising clause :)

Hi,

Last time this was discussed I think it clear it should be consider Category X. [1] 

Note there are exceptions like OpenSSL and and any 4 clause code from the BSD. [2]
