Stuts Development Environment for an HTML developer?

right now i am the only one in my shop setup to do struts development(Forte,
Tomcat 4.0).  i am interested in getting an html developer involved in
development,  creating static pages that contain struts tags.  does this
resource need Forte and Tomcat(really hope not!)?  what are some different
options?
