[users@httpd] filename truncated

I'm running the latest Apache 2 on Windows 2003 Server. When I have a 
directory content generated by Apache, all filenames are truncated after 
  20 characters.

Google finds other users with the same problem, but not solutions. It 
must be an Apache behaviour, but there is no bug with that topic.
