Install of XalanC and XercesC - no bin directories.

I downloaded and extracted xalan-c_1_8_0-src.zip, unzipped and extracted to 
c:\xalan-c_1_8_0-win32.

According to the downlod/install directions at http://xml.apache.org/xalan-
c/getstarted.html#samples a path of xalan-c_1_8_0-win32\bin should be added to 
the environment PATH variable.
When I looked in the download directory - c:\xalan-c_1_8_0-win32 - I do not 
see a bin directory.
I cannot execute any xalan commands.
This is the same for Xerces.

Have I downloaded the wrong source?
