basic JMeter http testing questions

1) when creating a thread group, is there a config file where I can set the
default settings to be Loop = 1, On Sampler Error = Stop Test...?
2) can I load the parameters that I want to submit to the servlet from a
data file? I wish I could use a .properties file.
