!= operator missing from documentation

Velocity allows the != operator to be used, but the documentation
does not mention it.  (I could not find it in the user's guide,
the developer's guide, or the VTL reference guide.)  There seems
to be a list of operators in the VTL guide in the section on
#if, but != is not there.
