If there are no suitable alive nodes to reset the partition to, resetPartitions should return corresponding status and not try switching to an empty set.

There should be a meaningful result, similar to ASSIGNMENT_NOT_UPDATED. A test should be added.

Currently an exception is thrown in this case.
