JIRA + inactive developers

Nag time.

We need to reassign some issues from developers who are not active.
It would be nice if Fil, Braden, and the other non-active devs could set
their issues as unassigned, or better yet came back and worked on them.

Tomorrow, or Friday, I will be un-assigning issues for anyone who has been
inactive in JIRA for the last six months.  Get active!
