[LAZY][VOTE] Rename the 1.9 branch to 1.10

Hi Accumulo devs,

I've heard from a few people that they are confused why we are
developing in a 1.9 branch when we are working towards a 1.10 release.
I had intended to wait until we actually release 1.10 to deal with the
branch rename as part of the post-release process. However, I now
think that it'd be better to clear up this confusion by just renaming
the branch now, so we can be done with it.

I'll go ahead and create a 1.10 maintenance branch from 1.9 so we can
work out of that instead, and will update any open PRs against that
branch.

Unless there's an objection within 72 hours, I'll go ahead and delete
the 1.9 branch after that.

It has been 72 hours, and no objection, so I've removed the 1.9
branch, and updated the two remaining PRs against it to base them on
1.10.
