URI rules don't see IMG source URLs

All:

I just ran a test and was surprised to see that uri rules don't see the 
src="" URL in an image tag.

Is there a specific reason we *don't* want uri rules to see those?

Frack. Never mind, the test message was malformed. uri rules *do* see img 
tag src URIs.

Can't think of why not. Sounds like an interesting addition to the code.
