[vote] bugzilla to jira

i must not have made it very clear in my last email about this subject because we didn't get any votes posted.  hopefully this will be more explicit.  this is a vote to move the xmlbeans bug system from bugzilla to jira.  Here was my original message on the subject http://nagoya.apache.org/eyebrowse/ReadMsg?listName=xmlbeans-dev@xml.apache.org&msgNo=535.  

Comitters please vote by end of day Friday (Jan 30).  We don't want to be distracted over the weekend when watching the super bowl not knowing what our bug system will be :)

[ ] +1 Change from Bugzilla to Jira
[ ] -1 No to Jira, stay with Bugzilla
