Attached is an initial patch for this issue.  It sets collation in JavaToSQLValueNode.java for string types to that of the current schema.  It fixes the cases outlined in this issue, but according to Mamta there may be more places that need to be changed.  

The patch also adds tests for function comparisons and order by expression to CollationTest.

Mamta, could you review this patch? Also if you know of other cases that might fail with functions please let me know. I am trying to think of some, but haven't come up with any yet.
