0.3.0

Ok, we've had a couple of weeks, we've been able to shake out a number
of bugs (thanks the user community!) and we've rolled the zips a couple
of times.  I'm currently uploading new zips that cover the minor bug
reported yesterday regarding a missing i18n message.  I say let's go
ahead and get 0.3.0 out the door.

Please weigh in if you think we're ready to go to the incubator PMC to
request permission to release.  Here's my +1.

This gives us our requisite minimum three +1's. We've had several weeks
to review and have fixed a number of issues.  While I'm sure there's
likely more we can find to do, I think we're good to go.  I'm going to
send the note to the incubator pmc requesting permission to release and
I'll bump the version number on the trunk up to 0.4.0-incubating-SNAPSHOT.
