It seems that WSDL2Java does not generate the attribute group in a Java object if the attribute group is in a different namespace and is being referenced. In my schemas, I have an element that referenced an attriubte groups in a different namespace and an attribute group in the same namespace.  The Java object that was generated by WSDL2Java contains the attribute group that was in the same namespace but the attriubte group that was in a separate namespace was missing.  And I can't make any change to the schemas because I don't own them.
