[C++] binding.sca windows build

Hi All,

I'm trying to get the HttpdBigBank sample working on Windows. As part
of this I have created & checked in the various files required to
build the binding.sca service and reference code on Windows.

Still getting some odd problem with the sample and Httpd at the
moment, so the windows files  for the sample (which uses binding.sca)
are not yet checked in.
