setting PSVIDocumentImpl as a property?

in the FAQ for PSVI, there's mention of setting
property


"http://apache.org/xml/properties/dom/document-class-name
"

to "org.apache.xerces.dom.PSVIDocumentImpl"


where do you set this, like on what object?
