Seems that there's a lot of people who don't know about the Tomcat 4.1.27 hotfix
because it's not easy to find as it's not linked off the primary download pages.
 A lot of people come through the tomcat-user list with issues fixed by the
hotfix and can't find the hotfix.

It seems that the best way to fix this issue is to rebundle 4.1.27 with the
hotfix applied and put it in a jakarta-tomcat-4.1.27-hotfix1.tar.gz or similar.
