The YARN-9060 is a huge patch merge. Found it lacks a cgroup initialization by mistake when generating the patch. The local testing passed at that time is because of the 

"linux-container-executor.cgroups.mount" is false and the local device cgroups already setup.

We need to add the initialization to avoid failure if "linux-container-executor.cgroups.mount" is true.
