[ANNOUNCE] 1.2.3 release starts

please do not check in stuff to 1.2.x while i am preparing the 1.2.3 
release in the next few hours.. thanks

this is now done, and should be on the mirrors by now.

i will compile the release notes / announcement today (hopefully).
