On fineract.dev, people keep changing the password of the mifos account and hence making the demo server unusable. We need to implement a simple flag that, when set, makes it impossible to change a particular user's password. This should of course used only for training / demo instances, not in real world use. Also this flag can only be set directly in the database: making it editable through API / user interface would make the whole flag meaningless.
